My brother passed away and I tried to access his iPhone with codes I thought would unlock it and got locked out. I will be getting a death certificate and POA for his estate. Is there anyway to unlock his phone?

I tried to unlock his iPhone and entered the wrong code too many times and no it is locked. He passed away and I am awaiting a death certificate and POA. How can I unlock his iPhone. I do have access to his email. I do not have access to his Apple ID. I am not sure if it is the same as his email password.
