I bought a Apple Watch 3 I try to connect it but it gets as far as me putting ID and password of old owner I don’t know it. Need help

If it is requesting the Apple ID of the previous owner, only the previous owner can remove that. They will need to disable it following the steps outlined in About Activation Lock on your Apple Watch - Apple Support
If you are unable to get in contact with the owner or seller of the device, there would be no way for you to remove that and use the Apple Watch.
