Rate conform not working?

Ok I'm trying to edit a react video. The video being reacted to is in 29.97 and the face cam is in 60. I have both on a 60 time line and the cam slowly goes out of sync with the video. I've also tried both a 29.97 timeline, same problem. Any solutions to this aside from retiming manually?

The "29.97 converted to 30" box is greyed out so I can't uncheck it, would that solve the problem?

Really confused tbh I feel like this should't be a problem? It's like FCP is playing back the face cam clip at 30 on the 29.97 timeline so it gradually goes out of sync. I just want them both to play real time, I can live with the choppy face cam or optical flow it, but I can't live with the cam going out of sync with the video they are reacting to obviously.

I feel like rate conform just isn't working properly, isn't it supposed to automatically deal with this exact issue or am I missing something?
