MOBILEME_CREATE_UNAVAILABLE_MAC

Hi. I can't access iCloud. I am getting the error MOBILEME_CREATE_UNAVAILABLE_MAC. I don't know if this is due to the macOS Sonoma update, or because the account is new. I've tried logging in through safe mode, through a different account, connecting to a different WiFi network, doing a factory reset, but alas, none of these methods solved my problem. Any help would be appreciated.

I saw this post. Unfortunately I don't have access to another Apple device. Maybe check on a macOS virtual machine? Although some sources have indicated that Apple won't let you log into your account.
