Here are the steps to reinstall iOS, which should fix the Apple Pay error.

1. Make sure to back up your device so that you can restore your data later.
2. Once you've backed up your device, Tap Settings > General > Transfer or Reset [Device]
3. Tap Erase All Content and Settings.
4. If asked, enter your passcode or Apple ID password.
5. Continue through the prompts. If prompted, choose not to erase the eSIM.
6. When your device finishes erasing, you can set the device up using the backup you made earlier.

You make a backup on iCloud or a computer of your phone first......because reinstalling the iOS will erase everything on your phone.

When the phone restarts after the new iOS version is installed, choose the option to restore the data back to the phone from your backup.

I'm not doing it on my phone, but on my iPad, and all I've read, and what two Apple tech guys told me, is that I can do a re-install, and it won't erase all my data, etc., just put a fresh OS in. I did that on my iMac, no problem, but am currently searching for the support article that explained how to do it, on an iPad.
