You cannot transcode anything that is in the cloud, comes via an Apple Music subscription, or for which you don't have appropriate rights. Try Repair security permissions for iTunes/Music for Mac - Apple Community.

So I can no longer copy a CD that I purchased? That's what I'm trying to do.
What is the Kind of the tracks you're trying to burn? Enable the relevant column in the Songs view.

Songs view implies I'm using the Music app. I don't see the "kind" column in that app nor in that app's preferences.
I just right click on the songs (in the finder window) and I get the Encode Selected Audio Files item in the drop down list. I select it, then the encode window pops up where I choose iTunes Plus as the encoder and then I choose a location for the newly created files. The encoder window disappears, but nothing happens. No warning, no errors, no activity.
If you're wondering about format, these are directly copied from CD (I've also tried selecting the songs directly on the CD before copying them without seeing any difference). They're AIFF-C audio files after being copied. Directly on the disc they are the same, AIFF-C. The file extension would be aiff if it was present according to get info.
OK, that's odd. I just tried it here and it worked as expected. To be clear I converted some tracks to AIFF using Music, moved them into their own folder, selected them, then used right-click > Services > Encode Selected Audio Files > iTunes Plus with destination being the same folder, and they were all converted. Do you have write permissions for your selected destination?
