documents and data within photos

I have recently deleted all photos off my iPhone 11, however when i go onto storage it says that 16GB is documents and data, it isn't giving me an option to delete anything to get rid of this. I've restarted my phone 3 times, made sure recently deleted has been cleared and still the documents and data are still there. how do i delete it?

How do I delete photos on iPhone but keep in my iCloud? My phone has ran out of storage space so I’ve upgraded my iCloud storage and backed up my iPhone, is it possible now for me to delete the photos on my phone to create more storage space?
