No login page for iCloud on Safari

I noticed that the Mail app was unable to move mail and receive mail, so I tried to login to iCloud via Safari. After several attempts, I can only report that I get a blank window. Also, I cannot receive mail on the Mail app on my iPhone 11. "Connection to the Server Failed"
