Apps available even though restricted in Screen Time

On my daughter's iPhone I've got what I think most parents have, a setup with Downtime, some Always Allowed apps and some apps with App Limits.

My problem is that two of the apps that are supposed to have App Limits and then unavailable during Downtime appear as if they're Always Allowed. I've tried adding the apps to the Always Allowed apps then removing them, I've removed and added back App Limits for the apps, yet they are still available.

How can that be? How can I reintroduce restrictions without going nuclear and taking the phone away from her?

The apps in question are Snapchat and TikTok.
