Old iphone question

I just upgrade from the SE. But days later lost my SE while traveling. So no cellular data/sim card in old phone. In Find My Iphone it says it is off line. Phone is off. Is there a way to remotely turn it on? Will it still show up on Find My if turned on? My six digit pin will still keep people from accessing the phone still, correct? THanks

iPhone SE, iOS 16

No.

Yes, if it has an internet connection, either cellular or Wi-Fi.

Correct.

But beware of a common phishing scam: You may get a text or email from “Apple” or “Apple Security” (or sometimes “Police”) saying your phone has been found and to click on a link to see its location. This is NEVER from Apple or from law enforcement; it is from the thief or fence to steal your Apple ID and identity. Delete any such message without responding to it. Apple never gets involved in lost or stolen devices→Avoid phishing emails, fake ‘virus‘ alerts, phony support calls, and other scams
