How do I locate a stolen phone or disable it?
The phone is on my account and taken out of state. User will not return it.

We assume that the phone was originally set up using your Apple ID.
Find your lost iPhone or iPad with Find My - Apple Support
If the phone was set up using the Apple ID and Password of another person, then you will need to have that information in order to try to try to display the location of the phone on the Find My map.
