Apple Cash doesn't work with any credit card. To add money to Apple Cash you need to use a debit card or some prepaid cards. See: Add money to Apple Cash - Apple Support

To transfer money from Apple Cash, you can transfer to a debit card or a bank account. See: Transfer money in Apple Cash to your bank account or debit card - Apple Support
