Im getting a sub-section to allow beta software, but the fact is I have already unsubscribed from beta program. No longer have beta software, only public version. How do I fix this? to remove beta banner.

There is nothing to fix here. A recent iOS update added the "Beta Updates" setting to the Software Update page, even if your device isn't enrolled in the beta program.
You have the setting set to "Off", so your iPhone will not receive beta updates.
