how do you change the order of photos in a album
i have to rearrange the order that the photos in the album are in.

It will depend on the kind of album you are asking about. You can only rearrange the photos in an album you created yourself, not in the albums that Photo is creating for us automatically.
To See photos in an album arranged as you like, create your own album, then drag the photos into the order you want. (Use photo albums in Photos on iPhone - Apple Support (KW))

Sort photos and videos in an album
- Open an album, then tap
. - Tap Sort, then choose how you want to sort the photos and videos in the album.
To move an individual photo, touch and hold the thumbnail, then drag it to a new location for a custom sort.
