When launching pages, I used to get windows in this sequence:
BUT FOR SOME REASON THIS NEW WINDOW POPS UP EVERY TIME BEFORE THE 2ND SEQUENCE.
Why am I having to press the New Document every time? Please tell me how to skip this step.

You get the File chooser dialog instead of the Template chooser because you have enabled Pages iCloud access in:
System settings : Your avatar picture : iCloud : iCloud Drive : Apps syncing to iCloud Drive : Pages (= ⦿).
If you disable (⦿ =) Pages syncing with iCloud on this panel, your Pages launch will show the Template chooser again.
Tested: Pages v13.2, macOS 14.0.
