Given that the iPhone 14 Pro Plus model has a ring and silent physical switch, it would be pretty hard for it to be set to silent on its own. You can learn how to switch between silent and ring modes here: Select ringtones and vibrations on iPhone
If you mean that you aren't receiving notifications or alert sounds, we would check for anything that may be preventing that. For example, are you using a Focus mode? A Focus can prevent notification and alert sounds until it has been disabled. Learn more about Focus using: Use Focus on your iPhone or iPad

My major issue is getting understanding of the problem. The up/down volume buttons work just fine and I can watch the volume level status bar move in response to the buttons' input. My issue is that I'll set the volume with the "up" button to maximum (entire line on the volume status bar is white). I get all audible notifications (phone call, text, etc.)
The volume stays there until the phone times out and locks out. When I unlock, the volume status bar is back at the lowest (all black). I get no audible notifications because the volume is essentially off. I have to reset the volume with the "Up" button again.
My iPhone 11 started doing that after two years, precipitating the upgrade to iPhone 14's. My iPhone 14 started out with the same problem but after a year it started functioning normally. My iPhone 14 Pro Max started out functioning correctly but this issue began with it about 9 months ago.
I have to believe it is some combination of obscure settings that get set/unset by accident, but as of now I haven't found anyone to substantiate the statement and offer the fix.
