chat with apple customer care
i need to change my country region but i have $0.23 on my apple id.. i can not chat with apple support . help needed

For removing a balance from your Apple ID account, it will be only Apple that can help you. If you don't have access to chat with Apple Support, you can use a number for your country, or closest to your location to reach out to them. You can get the number from the link you posted from, it has international numbers listed.
Another alternative would be to make a purchase for the amount to zero out the account.
