Series 6 Watch with iPhone 6S

Apple state...

"Apple Watch Series 6 requires an iPhone 6s or later with iOS 14 or later"

However...

My son sent his watch (series 6) to a friend in Portugal who has the iPhone 6S running iOS15.7.9. When he tries to pair the watch with his phone, he gets the message "iPhone out of date, this Apple watch requires a newer version of iOS"

Anyone know whats going on here please.

I believe that compatibility requirement would have applied to the Apple Watch at the time of first purchase (for the Apple Watch 6) it would have been running Watch OS 7. If any OS updates have been made on the watch, it would inherit the compatibility requirement of the new Watch OS. If it has been updated to Watch OS 10, it will require an iPhone running iOS 17 or higher.
