My list of iOS 17 problems is very long. From 50% less battery life, to being unable to connect to cellular data.
I regret updating and I want to downgrade back to 16.7.
Anyobe know how to do that?

As already mentioned, downgrading is not supported.
Did you try to reinstall iOS 17, using your computer? That way you will install a complete and new version of iOS 17, whereas installing iOS wirelessly will only replace new parts of the software.

Hello ~ Since downgrading is not a possibility perhaps you could explain your issue and we can offer some suggestions? Post back with more details. What troubleshooting have you done so far?
