How do you know you are being charged twice for it?
Where are you seeing these charges?
Apple does not identify charges on your credit card except as coming from them with "apple.com/bill".
If you are seeing 2 charges with "apple.com/bill" next to them, they are in most cases completely different and unrelated charges and not for the same thing. The platform is set such that a double charge for the same thing is virtually impossible.

2.99 is a fairly common charge. There's no reason to believe they are for the same thing.

If you mean an iCloud backup, you may need more space than you have in iCloud to complete a backup.
3) I used to think the Genius Bar was a helpful place. But when we took a computer in for repair at the end of kid’s sophomore year of college (that was a WHOLE other fiasco—they told us it was ready, we traveled there to get it and they said ooops, it’s not ready yet), and paid $180 for diagnostics, it turned out the computer was not fixed at all. So I had to buy a new computer. They claimed the $180 they had to change because I didn’t buy their apple care. I complained because it was such a frustrating experience (remember we stopped over to pick up computer as they said it was but it wasn’t), so a guy who said he was a manager said I could get a “free” $49 phone case. Huh? Ok whatever. But as soon as I left the store there were TWO new charges of $75 and $85 on my card that I did not authorize. I complained to Discover and Discover apparently lost disagreement to Apple. So now Apple won’t take my discover for back up (they used to.) when I try to set up back up of my phone using Discover the app says “ this payment method cannot be used for the iTunes Store. Try again using a different payment method.” Which is bs because they take discover.
That seems unlikely given the repair and diagnostic processes employed at Apple. But, yes, card disputes often lead to said cards being no longer usable with the merchant.
The additional $2.99 charge is for an old Apple ID account that I do not have access to and can not get access to reset the password

You might be shocked to hear, most people posting here, never double or triple check their facts. They see two charges, and immediately assume they are for the same thing and come to post here without verifying anything.. It most of the cases I have seen here over 12 years, the charges have been for different things and unrelated to each other.
I say this not to b nasty but apple's been doing this to my bill for 5 yrs !!!
Do what? Apple doesn't charge you for things you don't actually buy. I have had an Apple ID for almost 20 years, and never I have been charged for the same thing twice by Apple. I stand by my statement, whether you agree with it or not.
Now i try to to just go to the apple pd suscriptions to report a problem ( i dont have to talk to anyone) heres my many differant replies: "No refund available for this " & sometimes ill recieve a response of the credit on my CREDITCARD STATEMENTAN ACTUALL +.99!and then the same day they will deduct it down the line AGAIN (like i mayb will not spot it !! So tell me more how its virtually impossible please?
Don't know what is happening with your account. There tons of things in the app store that cost 99c.
If it gets reverted consistently, I would say its more likely a authorization hold. Apple will place those on credit cards you add, or they need to re-verify, and shortly after and automatically revert them.
