Cannot change notification email address

Every time I go to manage my Apple ID email addresses it asks me to continue on my device, with no way to do that!

notification email cannot be the same as Apple ID, ok fine..

let’s remove my notification email (that I want to be my ID) and replace it with another

Now continue on device.. what?!

i’m trying to swap my notification email and my Apple ID email, but all I get told to do is continue on my device after trying to remove my notification email.. there is no way to do that..

now I only have my ID shown on my device but notification email is still linked?!

very frustrating.
