If Find My is disabled, you won't be able to use it to disable the phone.

Have you filed a police report, and reported the phone as stolen to your carrier (phone company)? Even if you can't lock the thieves out of the phone, you might be able to get your phone company to put the phone's IMEI (identifier) onto a blacklist, so that whoever "makes the phone their own" can't get cellular phone service.

Find My cannot be disabled on the phone unless the phone is unlocked......which means that the thief somehow knew the passcode for your phone.

If Find My really has been disabled, it is not possible to locate or erase the phone remotely.
