My iMac 2019 is doing the same. Upon reboot, the Lock Screen appears with my desktop wallpaper but as soon as I enter my user name and password, it goes black while it builds my desktop. Desktop icons, menu bar and dock come back but not the wallpaper jpeg I have set. Just black..
Until Apple fixes this, this will make work.
Open Terminal.
Write: killall Dock
And your set wallpaper will be restored.

No, you can't just choose a wallpaper or customize a wallpaper and fix this. I have the same problem Truck1500 posted about. At first, the wallpaper was showing up -- immediately after the update to the new OS. But my computer crashed, and upon restart, no wallpaper. I can't even change the color to a different, solid color. It's just bugged out on that feature of even having a wallpaper display.
