Why can’t I download Monopoly go on my MacBook Pro?

Because it may be an iOS application restricted to the iOS App Store, and the developer would need to create a compatible macOS version that would be available in the Mac App Store. Apple's iOS and macOS are not the same operating system, or application development environments and you will need to contact the Monopoly Go developer about its macOS availability.
Purchasing an app for iOS only licenses that app for use on iOS.
