Im trying to understand how a Library is supposed to be from the factory. so I understand how the applications I have installed run on my Mac.
I have had an app from Rouge Ameoba software inc. trying to run on my computer for a while, I have never downloaded it. I never gave it permission to run from security settings. but I would like to delete it completely and other things that could be running in the background.

Someone had to download and install one or more of their apps. They don't come with macOS.
The only other possibility is you installed something that included software from Rogue. That's assuming of course you purchased your Mac new.
Nobody has access to the computer other than myself, and I definitely haven't downloaded anything from there.
