If you have a song that is an original song on your computer will it sync with the music library?

Unable to sync iTunes music items that were not originally downloaded from Apple. Is it true that Apple will only sync music in iTunes that has been downloaded? I have a lot in my iTunes library on my PC that is from CDs and vinyl that I bought decades ago. I'd really like to have them available to listen on my iPad but I can't figure out how to do it. It seems like only purchased from Apple music can be synced and not things from other sources. I

If you can import it into your music library, then it should sync to your other devices.
