Why can't I download iCloud Drive files to my iPad when connected to a personal hotspot?

For a long time now I have been unable to download iCloud Drive files in the Files app when I am connected to my iPhone's Personal Hotspot.

I am using an iPad Pro 12.9" (5th gen) running iPadOS 16.6.1 and an iPhone XR running iOS 16.6.1

There is no problem with the internet connection - I can browse the web, download emails, etc. without issue on both devices.
I have no trouble downloading files on the iPhone itself, even when connected to cellular data.
I have no trouble accessing iCloud Drive on the iPad when connected to other wifi networks.

But when I connect my iPad to the iPhone's hotspot, even tiny (10kB) files will not download. No matter what I try, the circle keeps spinning and the file never downloads. I've tried connecting to different personal hotspots with different cellular providers - nothing seems to fix it. To get around it I've been downloading files to my iPhone, AirDropping them to my iPad, and saving files locally, but then my files are not updates across devices.

I would really appreciate any help.

Hey there jobanabich,

We'd like to help by ruling out some basics, along with learning more about what's happening:

Sometimes unexpected behavior can be resolved with a restart: Restart your iPad and Restart your iPhone
As your iPad has no issues when connected to other Wi-Fi networks, along with the fact that your iPhone has no issues while using the internet only using cellular, we can rule those out as possible causes. We did notice that both of your models have an older OS installed. The latest one for both would be iOS/iPadOS 17.0.3. In case you needed it, this link shows how to first back up, then update: Update your iPhone or iPad
If you try connecting a different device to your iPhone Personal Hotspot, does the same issue occur when trying to download a file from iCloud Drive?

Solved!

completely log-out form iCloud on iPad

reboot

log-in again

now it works ;)

Same identical issue.

I’ve tried (reset, reboot, etc) but I can’t find any solution, at the moment.

Same issue also connecting with different iPhones (with personal hotspot).
