How to change password policy?

My password requirements are:

• Not have two consecutive, or three sequential characters.
• Contain at least 9 characters.

I want to know how to change this whether it be via Terminal or another method.

When insert: pwpolicy getaccountpolicies into the Terminal, it gives me the text attached.
