Changing Billing Address Country:

I'm not so certain you can have two countries assigned to your account(shilling & billing). Note that if you were to change the country, then you'd lose all of you purchases. So, maybe refrain from this, if it is unnecessary. So, in all, I recommend contact Apple Support.
