SIM card removed to replace with memory card for photos but realizing that want work and replacing SIM card lost my contacts. Tried to turn off phone and back on but no contacts.

You can't do that. You should go back to the Walgreens and tell them that you need your SIM card back if they still have it.
As the SIM card in an iPhone does not contain personal information such as your contacts, that is certainly not the cause of the loss of contact information.
Try to hook up your phone with the SIM card in it to iTunes to see if that does anything.
You can restore them from your backup. You do back up your data, right?
