Since I upgraded the software to Ventura (and now Sonoma) there is an issue where when the Mac is on charge and left (but not shutdown or restarted), the screen darkens and on re-entry loads some apps and tries to close the ones that are open. I note that if the MacBook is NOT on charge, this doesn't happen. Any suggestions how to correct?

To help rule out the charger, are you using the original charging cable that came with your Mac? If you're using a third-party charging cable, do you have an Apple branded one to test with? If so and the behavior doesn't happen with a different charging cable, then you'll want to replace the one causing the issue.

To exit safe mode you'll want to restart your Mac normally. Keep us posted on the results.
