Correct me if I am wrong, but I think you mean you trying to add your Debit or Credit Card. If that is the case you first have to make sure that Apple Wallet is supported in your country. If it is then you have to check if your bank allows your card to be used on Apple Wallet. If you have checked all of this and it is still not working the best option is to contact your bank and get them to help you add it to your wallet.

When you add a card, your card issuer is contacted in the background to verify and approve the addition. Perhaps they have a problem. For instance, are you in the US but trying to add a foreign issued card or vice versa?

When you touch the "+" button it should pop up a new screen asking for the type of card you want to add.
