New iCloud Terms and Conditions, Sonoma OS

Since upgrading to macOS Sonoma (14.0), the "New iCloud Terms and Conditions" pop up displays.



When I click the "Terms and Conditions" button, an empty box pops up and the 'spinner of death' starts spinning...and...will...not...stop.


I must use "Force Quit" (apple logo > "Force Quit") to quit "System Settings".


I have two Apple IDs, one for personal use and one for business use. If I attempt to sign out from my personal Apple ID in an attempt to login with my business Apple ID, I would have to go through the process of logging out of Passwords & Keychains, Contacts and iCloud Calendar and keep a copy of this data on my Mac.


A similar issue appears to have existed when users upgraded to macOS Ventura.


The pop up cannot be removed without viewing the Terms and Conditions. How does this get resolved?
