Always on display on IPhone 13 Pro…

I understand we don’t have this or can get it on the 13. However 2 days ago when they did the national alert, all of a sudden my phone decides use the always on display feature and displayed the alert for 5+hours straight. Was curious how long it would show for. So if a national alert can utilize always on display, why can’t Apple activate it so we can use it too?

I know this is more a rant but it’s frustrating…
