Series 9 Watch doesn’t have double tap

My Series 9 Apple Watch doesn’t have Double Tap. When I first got the watch, I set up Double Tap during the initial setup process, but it never worked, and there wasn’t a Gestures tab. I updated Watch OS to 10.0.2 and iOS is on 17.0.3. I’ve unpaired my watch and set it up as new. There wasn’t a prompt to set up Double Tap during setup this time, and there still isn’t a Gestures tab. Do I need to escalate the issue?
