You can't use extensions on Web Apps.
If you need Safari features such as bookmarks, tabs, or extensions, you will have to switch to Safari: Click the Share button, then choose Open in Safari. Or choose File > Open in Safari.

You have to use Safari to create Web Apps in the Dock. And if you read the link…

It would be really handy to use a program like Grammarly in one of these web apps. Then, unfortunately, I need to use Chrome instead —point to Google's feature that does the same thing but with extensions: create a "shortcut" with a "new window" option with the Share and Save menu item. It is located in the web browser window on the far right with three vertical dots.
I think what he was saying was that IF you need extensions, your only choice is to use Safari proper. Which implies that extensions aren't available in docked apps. Which I think is a fiendishly nasty oversight on Apple's part. GROSSLY short-sighted when it comes to assistive tech, lots of which is based on browser extensions to help the neurodivergent (dyslexia, dysgraphia, ADHD, Executive Function Disorder, etc).
I can't tell you how angry and disappointed I am that Apple decided for me that my job performance and quality of life aren't worth the effort.
Personally I think this oversight is a telltale sign of "ship the prototype". A fully implemented feature set would include at least dark mode and extensions. I think tabs and bookmarks don't really serve a purpose in the docked apps. If you're going to be using tabs and bookmarks just stay in Safari's native UI.
But we need extensions! This is absurd! I have docked apps for Jira and Confluence, and I have several extensions that I created via content scripts that work directly with our Jira and Confluence instances to enhance and accelerate my Jira experience. Without being able to use extensions, using docked apps is actually a PAINFUL AND COSTLY EXPERIENCE.
As a 35-year tech worker with severe ADHD, finding some of these tools coming into their maturity... like docked apps that strip away all the clutter and any option of getting distracted with it... is INCREDIBLY exciting and my career is in better shape than every before. However now I find that Apple created a tool that helps my issues on one hand but completely ignores, and entirely removes, the other tools I've created to help shore up my productivity.
Apparently even Apple, bastion of alternative IO and accessible computing, is subject to the same faults and foibles as the freakin rest of humanity... the neurodivergent get forgotten in the world of accessibility once more. Honestly Apple... will you please fix this so I can get on with my work? Give us extensions in the docked app framework ffs. How is that not a fundamental requirement for these docked apps? I'm straight-up disappointed.

Sorry to say that but your answer is not useful, I know what I can or can't do with Safari, my question is focus on the new feature of DOCK WEB PAGES, not Safari.

Yes please! The docked web pages for safari are great, but I so wish there was an away to enable dark mode (I use the Dark Reader extension).
