Can't change folder colors

I'm trying to customize my finder folders by changing their colors. When I open the Get Info window on a folder and select the folder icon at the top-left corner, I can copy the image.

But when I open up Preview, the option to Open from Clipboard is grayed out, and I cannot select it. If I look at the clipboard, it is empty, so even though it looks like the command to copy the icon is working, it does not put it in the clipboard.

Am I doing something wrong? Is it a bug? The clipboard is working because I can copy other things into it, but the Get Info icon will not appear in the clipboard when I copy it.

Does anyone have a solution to this?

Thanks.

Apple has gone to Tags...

ref: Use tags to organize files on Mac

You can search third party for folder colors on the App Store.

I see an old article here:

There is no assurance that even if you found a way to change folder colors that the next operating system update would not just reverse that effect.

One thing that is guaranteed going forward is the use of Finder tags which leroydouglas mentioned. I just put a red "important" tag on a Desktop folder. I found it immediately with this Spotlight query:

kind:folder tag:important
