Any way to hotkey "Add todo marker and modify"?

I've cut a project together, and now I'm combing through it to note what editing needs done. I want a hotkey that adds a todo marker, and then immediately opens the modify text box. Is there any way to do that? In the hotkey settings I only see either "Add todo marker" or "Add marker and modify"

MacBook Air 15″, macOS 13.5

In Settings there's an "Add ToDo Marker" and "Add Chapter Marker" and both are blank.

As a test I assigned Ctrl-Opt-Cmd-M to "Add ToDo Marker". I created a regular marker with "M" then hit my new custom command, and it changed it to a Todo marker just fine.
