How do I fix garageband as far as opening a file. When I try to open it, it says It's from an unidentified program. But it's literally from apple. Updating didn't work nor did lowering security protocol.

I would suggest that your problem sounds like some glitch may have confused the OS.
If a simple reboot of your Mac doesn’t fix things, see if the problem still happens in Safe mode (press and hold the shift key down at startup). It can take much longer to safe boot (5 min) so be patient.

GarageBand is one of the four Apple apps you can remove and replace from the AppStore:
I suggest you drag the app from the Applications folder to the trash, empty trash and then open the AppStore and get GB.
Maybe all you need is a fresh install of the latest version.
