No, you cannot run iOS 16 on an iPhone 7. 15.8.2 is the highest it can go.

Yes, I should have said that while updates for an iPhone 7 won't exceed iOS 15.x.x, 15.8.2 is the current highest an iPhone 7 can go currently.
