You can try a SafeBoot Use safe mode on your Mac - Apple Support will sort many anomalies

there are some known issue with wall paper and screen savers yes.

try making some changes:

Wallpaper settings on Mac

Customize the wallpaper on your Mac - Apple Support

My iMac 2019 is doing the same. Upon reboot, the Lock Screen appears with my desktop wallpaper but as soon as I enter my user name and password, it goes black while it builds my desktop. Desktop icons, menu bar and dock come back but not the wallpaper jpeg I have set. Just black..

Until Apple fixes this, this will make work.

Open Terminal.

Write: killall Dock

And your set wallpaper will be restored.
