Today I suddenly have icloud photos downloading in HEIC format and I have to sign in and pay 0.79 to download to do this. Why are they no longer in Jpeg as previously. I am using Iphone 11 and this has only just happened
Check you iPhone's General/Camera/Format settings pane and make sure it's set to Most Compatible:
iCloud Library does not change format of photos. It downloads only what is uploaded.
Have you tried powering down your iPhone completely and then powered it back up?
What iPhone model do you have?

Make as appointment at the nearest Apple Genius Bar or Apple Authorized Service Provider.
Thank you have now managed to locate this - just updated to 16.7 IOS this evening. I have never changed any settings and all pictures have always downloaded in jpeg so no idea why suddenly this month everything changed? Its hard to keep up or know why these odd things happen
My format is set on 'most compatible' however, some of my photos download as jpeg and some as HEIC. It is frustrating as I refuse to pay for a program that will allow me to open my own photos. I will be travelling soon and wish to remove photos off my phone but, with two laptops and one pc, I am unable to do it without having issues. Why can't Apple just leave things alone. Every update comes with some problem or issue. I have a iPhone 11.

Same with my phone. My settings are correct for jpeg but still having issues.
