Screen Time "Screen Distance" Option

After the recent iOS update, I have noticed a popup that (even when I'm not too close to the screen) says I am too close to the screen and I need to keep at arm's distance. I was curious to find this setting, and I did find it. The thing that made me confused, however, was that it said that those with Face ID enabled would receive these popups. I have never enabled Face ID (and don't plan on it either,) so I am very confused. I did not give Apple access to my camera unless I am on FaceTime or using the Camera app. Could someone please explain why this is occurring?

Thanks.

Thanks. I have one more question, does Apple have access to my camera at all times then?

Also, before someone replies to this calling me one of those people who thinks I'm being watched, this is not my point. All I am asking is if Apple does have permission to the viewing of my camera, and that Apple's hardware has access to surveillance of my camera.
