iPhone Lock Screen wallpaper - photo shuffle - “people” not available/appearing

I have noticed over the last few weeks that my customised Lock Screen wallpaper is not showing the three “people” I have selected from my photos, it is only showing two of them

background:

• I have had this Lock Screen wallpaper for over 6 months (no recent change)
• I am on an iPhone 13 Pro - iOS 16.7
• my Lock Screen wallpaper settings: shuffle category, changes every hour, people, when looking at the settings of people there is the number “3” next to it but when I open that menu to see all the people I can only see 2 of the 3 people selected and the third person is no where to be found
• when I am in my photos app on my phone, within my Albums I can see this third person and all their associated photos. I took a photo of this person today and it correctly mapped this photo to this third person
• I have reviewed similar issues posted in this community and have attempted the recommended solutions to resolve my issue with no luck

the functionality I am expecting:

• my home Lock Screen settings are upheld and the three people I have selected for shuffle all appear in (1) the available selections to customise the lock screen wallpaper, and (2) all randomly rotate through photos on my lock screen wallpaper

Any advice would be appreciated, thanks
