My partner is paying for individual account on Apple one , I’m paying for a family plan, I send my partner invites to join my family plan . But when my partner click to accept my invite, my partner is told not able to join for 151 days. Which mean we’re effectively paying for a premier account without the benefits for the next 151 days

Has your partner been in another Family Sharing group within the last year? If so, this is the reason for the alert you're seeing. You can only join one family at a time, and you can only switch to a different family group once per year, as mentioned here: Set up Family Sharing
