A Mac or a PC does it matter if u use a chromebook
I am trying to restore my IPAD 10
SO what I have read say a Mac or PC
Would a Chromebook work

Chromebooks do not support iTunes. You have to use a Mac or a windows machine with iTunes installed to restore.
Your local apple store should be able to do this for you if you don't have access to one. Worst case you should be able to bring it into a best buy and plug it into a mac in the apple section and reset it there.
