Is there a program that will upscale video including Ai software

There's no plugin that will do it, but as Tom said, Topaz Video AI (They have an app to enlarge stills, too), I use it almost weekly. Does a great job, but it ain't cheap.

I get miracles out of Topaz on a weekly basis.

Topaz and other AI apps can produce a small improvement but don't expect miracles.

One downside that is not often mentioned is the extremely long rendering times, so realistically it is only suitable for the odd few clips that may be substandard unless you have a super-computer or a short project.
