Blur a specific part of a moving video

Has anybody figured out a trick to blur, let's say a license plate which is moving in the video. If not, can somebody please give me simple instructions of how to do so in Final Cut, and then import that clip back into imovie?

you can apply a 'patch' anywhere in a video with iM09, the well-known transparent-png-trick.

but 'moving'? no, not in iM. you'd have to set keyframes, which is quiet easy in FC/e ..

Well, that is interesting. Can you tell me what the well known transparent png trick is even though it would not work for moving?
