I cannot upload pictures to safari. how do I go about it?
Since I migrated to Macbook, I haven't been able to upload pictures on Safari, not from the photo app note from folders.

This is a lifesaver, considering how many times I have needed to upload media without knowing how.
Where are you trying to upload photos? What error are you getting?
I have needed at one time or another to upload photos while completing forms online. I haven't been able to do that on MacBook.
Hard to say without any details.
What has happened when you have tried to upload photos in the past exactly?
Most website forms should have a choose file element you click on, which should open a Finder window from where you can select photos, either from a folder, or the Photos app in the Media section of the side panel.
If this is not the case, then you need to explain where exactly you are getting caught up.

Whenever I attempted to get a picture from the photo app, it returned the photo app as a file (without opening it to see the different images).
I also attempted to copy a picture to a native folder, I greyed out and could not be uploaded whereas other files were active

How did you attempt this exactly? Where you just selecting the generic PhotosLibrary.photoslibrary file?

How did you attempt to copy the picture? What format was it in?
If it was grayed out, it suggests the file format of the image may not have been one the website form allows.
Forms may not support HEIC of HEIF files for example, and you would need to export the file as a jpeg first.
Photos should do this automatically when accessed through the Photos option in the Media section of the Finder side bar when uploading the image.

You need to scroll down on the side bar in the Finder Window to find the Photos option in the Media Section. Selecting the Photos Library.photoslibrary file is not the way to do this.
You may not see the scroll bar, but the side bar can be scrolled, either by swiping two fingers up on track pad or magic mouse, or using the scroll wheel if using a 3rd party mouse. Make sure the mouse cursor is over the Side bar in the finder Window and sc roll up to reveal more options.
