Change Admin User Including User Files And Links or Erase and Reinstall OS?

Is it possible to change or modify the Admin User name, including related files and links?

If I add another Admin User, then delete the initial Admin User, will the files and links be converted over to the new Admin User?

Is it safer to reinstall the Sonoma OS? Would the user files and links still be intact? Using which install options?

How would an expert do this?
